NDRC Issued Measures for Energy Conservation Review and Carbon Emission Assessment of Fixed-Asset Investment Projects

The Measures for Energy Conservation Review and Carbon Emission Assessment of Fixed-Asset Investment Projects (No. 31 of 2025), promulgated by the National Development and Reform Commission on July 17, 2025, which will be effective on September 1, 2025. It aims to establish a new mechanism for the comprehensive transition from dual control of energy consumption to dual control of carbon emissions, incorporating project carbon emission assessment, coal consumption control and reduction requirements into energy conservation review to conduct integrated evaluation of project energy use and carbon emissions. Meanwhile, it establishes a dynamic adjustment mechanism for energy conservation review authority and improves in-process and post-event management regulations to strengthen energy consumption and carbon emission management of fixed-asset investment projects.

MEE Releases Key Achievements of the Implementation System for Building a Beautiful China

On August 18, 2025, the Ministry of Ecology and Environment (MEE) released the Achievements of the Implementation System for Building a Beautiful China at the main event of the National Ecology Day. It proposes to build pilot zones for a Beautiful China in a hierarchical and classified manner, focusing on major strategic regions such as the Beijing-Tianjin-Hebei Region (BTH), the Yangtze River Delta(YRD), and the Guangdong-Hong Kong-Macau Greater Bay Area (GBA), while strengthening ecological protection and restoration as well as green financial support. The policy requires the formation of practical innovation achievements by 2027, promoting coordinated regional development through green finance reforms, mechanisms for realizing the value of ecological products, and other measures.

General Offices of the Central Committee and the State Council Issued Opinions on Comprehensively Promoting River Protection and Governance

In June 2025, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the Opinions on Comprehensively Promoting River Protection and Governance. The document emphasizes integrated management of flood disasters, water resources, water ecology, water environment, and water culture inheritance at the basin level, and clarifies the goal of achieving harmonious coexistence between humans and water by 2035, featuring flood control safety, efficient water resource utilization, ecological improvement, prosperous water culture, and improved mechanisms. The opinions outline specific measures which focus on five key tasks—river safety, water conservation and intensification, ecological protection, water environment improvement, and water culture inheritance. Implementation will be ensured through strengthened mechanisms such as catchment management, river and lake chief systems, reform and innovation, legal and technological support, and organizational leadership.

UN Forum on Forests 20th Session Adopts Two Key Resolutions

The 20th Session of the United Nations Forum on Forests was held at the UN Headquarters in New York from May 6 to 9, 2025, during which two key resolutions were adopted. The first aims to promote sustainable forest management, including afforestation and reforestation on degraded lands (including drylands), to effectively address environmental challenges. The second proclaims 2027–2036 as the United Nations Decade for Afforestation and Reforestation in line with Sustainable Forest Management, with the goal of raising global awareness, enhancing political will, mobilizing actions at all levels, and strengthening international cooperation and capacity-building to curb and reverse the trend of forest cover degradation worldwide.
