Opinions of the General Office of the State Council on Improving the Implementation of the National Unified Electric Power Market System

Notice of the Ministry of Ecology and Environment on Further Strengthening the Administration of Ozone-Depleting Substances and Hydrofluorocarbons

Issued by the Ministry of Ecology and Environment on February 9, 2026, this Notice shall take effect on March 1, 2026. Focusing on ozone-depleting substances and hydrofluorocarbons, the Notice strengthens the whole-process management covering production quota licensing, sales filing, use quota or filing, as well as filing for maintenance, scrappage, recovery, recycling and destruction. It standardizes the monitoring and disposal of by-product controlled substances, establishes systems for document retention and regular data submission, enhances inter-departmental joint supervision and strict law enforcement, and presses the responsibilities of ecological and environmental departments at provincial, municipal and county levels. The Notice also promotes the application of alternative technologies and the green transformation of relevant industries, and repeals relevant old documents simultaneously.

The HKMA Issues Phase 2A Hong Kong Sustainable Finance Taxonomy

The Hong Kong Monetary Authority (HKMA) officially issued Phase 2A Hong Kong Sustainable Finance Taxonomy on 22 January 2026. Optimized and improved on the basis of earlier public consultation, the Taxonomy further expands its coverage, introduces new categories related to transition and climate adaptation, and enhances the clarity and practicality of the framework. It aims to establish standardized and transparent definitions for green and sustainable economic activities, supporting the development of sustainable finance in Hong Kong and regional low-carbon transition. The HKMA will continue to promote the update of the Taxonomy and work for the next phase.

Official Statement on the PFAS Ban Issued by the French Ministry of Economy

In response to the health and environmental risks posed by per‑ and polyfluoroalkyl substances (PFAS), France has adopted new control measures under Law No. 2025‑188 of 27 February 2025. Starting 1 January 2026, the production, import, export and sale of PFAS‑containing cosmetics, ski waxes, clothing, footwear and waterproof products will be prohibited (excluding professional protective equipment). From 1 January 2030, the ban will be extended to all PFAS‑containing textiles, except for trace-level residues. The EU has also imposed restrictions on PFAS under the REACH Regulation, and France had previously published a national action plan. Enterprises are required to conduct early PFAS screening, identify alternatives, control emissions, provide staff training, and complete compliance rectification by the required deadlines.
